Description
This screencast in IE demonstrates that Smiley icons are displaying in a fly-in way on slow connection thus break the layout of dialog.

I have seen this dialog stretching effect only in IE6-9. The good news is that at the end of images loading dialog comes back to its normal size and looks.
Rather low priority issue.
We should not preload all images, because they may never be needed. What we could do instead is having a predefined width in the table cells that hold the icons, so it'll not dance that way.
