FF : We can't scroll down right align table using mouse

To reproduce the defect:

1. Open CK Editor sample and insert a table with 30 rows,15 columns and right alignment.

2. keep cursor in any of the top rows (for ex: first row) and keep pressing the mouse in side scroll bar to navigate down the table.

Expected Result:

Table should move up,we will be able to navigate down the table and see the bottom table rows.

Actual Result:

Table is not moving down no matter how many times we clicked the mouse and we were not able to navigate down the table.

Confirmed for clicks on scrollbar area. Using scrollbar arrows and mouse wheel works OK. It happens since CKE v3.3.1
