IE: Merging empty table cells in IE seems to be impossible — at Initial Version

Description
When trying to merge empty table cells in IE the context-menu "Mereg Cells" option remains disabled.
Steps to reproduce:
- Open a new page
- Create a table with multiple columns/rows
- Try merging some empty cell
- Try selecting some empty cells (won't work)
- Right-click on "selected" cells to display context-menu
- The "Merge Cells" option is disabled
