Description
- Go to http://ckeditor4.t/ckeditor/samples/replacebycode.html
- Right click the image inside of the sample.
- Image properties option should be available.

I pushed patch reverting part of #9097 (fixed on https://github.com/ckeditor/ckeditor-dev/commit/2ff0035) which was unrelated to IE8/9. It brings back #9097 on IE7, but it's a low price for quick fix. Unless someone has a better idea? :)

We can be looking for real fix as it was a mis-ported change from v3.
