[FF3.x] Tabindex requires double TAB key press to highlight an editor

Description

Go to http://ckeditor4.t/ckeditor/samples/tabindex.html
Press TAB. Focus is moved to Editor 1 but nothing is highlighted.
Press TAB once again. Editor is highlighted correctly.
Continue pressing TAB to see this issue for all editors.
