Cursor bug in IE 9 and IE 10

Description

We have a customer reporting that the cursor behaves inappropriately in IE 8 and IE 10.

The customer described it like this:

The IE 10 example repositioned the cursor and scrolled up. The IE 8 example repositioned the cursor to the beginning of the line.

and reproduced in the CKEditor Demo. I am attaching his videos as well.

@LisaJill You have shown us CKEditor in certain application but this is just too little information.

  1. Can this problem be reproduced in demo page or in plain CKEditor freshly downloaded from our page without logic of your application?
  2. What are exact TC steps to reproduce this problem?
  3. What is the content that needs to be used in editor to get this result?
  4. Which version of editor you use? Is this 3.6.5?
  5. Are there any config setting that needs to be set in config.js or on page where editor is initialized?
