ASP.Net - Editor Add tags into the text content

I am using IE8 on windows XP. When an already saved text was edited and saved, i could see tags like <p&gt being added to the front of the text (paragraph) and the same getting added to the end of the paragraph. The whole text becomes unreadable.

Haven't seen this happening on Mac-Safari or Chrome. Is this a known issue? does this effect only XP? What is the solution?

What is the correct way to reproduce this :) ?

1. Please try to reproduce this issue in latest CKEditor 4.x or 3.6.6 (ASP.net 3.6.4 with CKEditor Java Script part 3.6.6. or 4.x). Doea this problem occur there as well?
2. What are the correct steps to reproduce this problem in CKEditor without your application (just plain editor)? This will help to determine whether problem is in your app or editor
3. "When an already saved text was edited and saved" The same as above have you perhaps tried verifying this in standalone CKEditor for ASP.NET? There can be other part of your application involved here that cause that: DB which uses different encoding, Application that has some filters that changes HTML to entities etc. You should rather debug whole request process to see where exactly HTML gets these extra entities or HTML gets changed to entities.
