Cannot change input language

Description
CKEditor 4.1.1
- Configure your computer so that a Japanese keyboard is available.
- Click on CKEditor textarea and input something (notice: using mouse to click on CKEditor textarea, don't use TAB).
Problem:
- The text is entered into the editor in English and it is not possible to switch the input mode to Japanese. After type something, we can input Japanese.
Expect: Can input Japanese and switch the input mode when click on CKEditor textarea.

I wasn't able to reproduce this.
First of all if you have language like English in your pc and you just change language temporary for testing purposes you need to have focus in your browser and then change input language. If focus is somewhere else then after you click on target browser window (it doesn't have to be editor) language will change to default or previously set.
Second - Japanese language is one thing but keyboard is another. To type Japanese characters you need to set input mode like Hiragana. Please remember that one English character is not equal to one Japanese character - you need to press combination of keys to get desired Japanese character.
I’m closing this issue as invalid. @thosieucoi if you think otherwise please leave a comment and best screencast showing this issue. I will then open the ticket if it is valid.
