Could you attach build-config.js file?
Have you used online builder to create your editor instance or perhaps command-line builder? If command-line what parameters have you specified for it?

I have tried reproducing this bug with your configuration and build-config but in my case everything was in order. Icons were displayed as defined in toolbar.
Could you please provide exact steps to reproduce this issue?
Are you still able to build and download such corrupted version or was it one time only?

I have tried several times, but all downloaded files have been with the incorrect icons. Now everything is ok.

Just to make sure i have tried few more times and icons were ok.
I'm closing this issue for now but we will still be trying to reproduce it and if we find anything we will reopen this issue.
