[Image2] Custom image ratio is lost when resizing in wysiwyg mode

Description

Open image2 sample.
Change size of an image to w:100,h:300 (yes, you need to unlock ratio).
Close dialog.
Start resizing image using resize handler. Ratio is reverted to the original one.

I reproduced this issue on #10833. I'm R-ing that ticket and closing this.
