[IE-all] Creating placeholder in anchor and click drag handler load page which URL is set in anchor

Description

Open placeholder sample http://presets.ckeditor.dev/4.4.0/full-all/ckeditor/samples/plugins/placeholder/placeholder.html
Put caret in anchor "CKEditor"
Create some placeholder in caret position by clicking placeholder button located in toolbar
Hover over newly created placeholder
Click placeholder drag handler

Actual result: In WYSIWYG area there is loaded page with URL set in related anchor tag.

I was able to reproduce this problem in all versions of IE from CKEditor 4.3.4 (I wasn't able to get placeholder widget working (with latest plugin updates) in CKEditor 4.3-4.3.4)
