'Cut' option in tool bar is still enabled even when there is no text in the text area

Description

1.Select all the characters in the text area 2.Click Cut option in tool bar 3.Now there are no characters in the text area, but still the Cut option is enabled

Browser: IE8, OS: Windows7

Problem can be reproduced in all versions of IE from CKEditor 4.0 beta (works fine in CKEditor 3.x).

  1. Select whole text (it is best to test it with plain text) with Ctrl+A
  2. Press Cut icon and allow Clipboard access if browser asks you
  3. Text is cut but cut icon is still active
  4. Press cut icon again - you will get message saying that browser doesn't allow clipboard access and that you should use Ctrl+X
  5. Additionally in IE11 you will get SCRIPT5022: IndexSizeError thrown.

NOTE: @Jagan231190 it is best to use Ctrl+X/V/C/A keys as browsers (except for IE) don't allow it at all.
