I made some improvements like debouncing the scroll event and naming and I merged the branch to major with git:fefadfb.

Changes in branch:t/13135. I had an issue with proper toolbar witdh when fixed, there was one pixel diffrence. I had to do workaround here. I don't know how to fix this the proper way.
Also there is a problem on IE8 (not related to this issue) - right border of editor is not visible at all. Any advice is welcomed.
