Oops, I haven't noticed that you mentioned the Link tab in the Image dialog. I was checking inserting image.
To insert an image you must specify its URL. Specifying address of a link wrapping that image, without specifying the image's source isn't enough. Inserting such image would not make sense.
On the other hand, it may be useful if source of an image was automatically set to the chosen link if that link is an image.

I was thinking for a minute that it might be interesting feature to fill in Image URL (if it is empty) once link URL (which is a link to image) is inserted but giving it a second thought it doesn't make sense.
There is no real life use case in which such feature might be used. You may have url to small image and link to bigger image or url to small image and link to some other resource but having URL to image and link to the same image? I'm sorry but I just can't see it.
At the moment, URL to image is required and we are not planning to change this.

Then I just don't understand what this tab for. I thought that this tab just duplicates CKFinder 'Link' functionality.

As I said before - you can have an image with a link. For example you may have small image which when clicked displays bigger image (link points to bigger image).
Works for me as expected. What browser do you use? Could you perhaps record a screencast?
