Hi Can you check in the below versions and confirm me .
browser IE 11.0.9600.18059 CKEditor version 4.5.5 OS Windows 7 Professional
I am not getting any javascript error .
I got only one warning DOM7011: The code on this page disabled back and forward caching. For more information, see: http://go.microsoft.com/fwlink/?LinkID=291337 File: index.html HTML1300: Navigation occurred. File: index.html

I don't want to sound sarcastic but we actually test our code before releasing. One of the basic tests is checking if CKFinder works on particular browser.
To answer your question, CKEditor 4.5.5 works in IE8+. I have checked it and was able to use buttons everywhere.
I have checked demo page and my local CKEditor. Both work as expected. Please check IE console for JS errors. Please also try clearing browser's cache (it's not Ctrl+F5 which is cache refresh).
