Description
Many dialogs are having scrollbars in IE (e.g. paste from word dialog), especially in Quirks mode.

Works fine in IE6 if language is set to 'en', however when using 'es' or 'pl' there are still problems with Templates (pl, es) and Selection Field (es).
I didn't check all languages, but it's a similar situtation to #3787 - there should be some reasonable extra space in the dialog box for a bit longer translations.
Btw. just fyi - in [3736] table.js has changed.
