Description
In Quirks mode, the dropdown list of all combos don't have vertical scrollbar.

It's turned out that the scroll reset styles are unnecessary anymore.

Only IE6 plays as an exception for the previous patch, it safer to just keep the scroll reset for all the browsers.

I'm not able to reproduce this problem in any browser with the current trunk. Can you please confirm it, including the browser information?
