[IE] Inline quotation problem

Description
Environment
All IE versions.
Reproducing Procedures
- Open any of the sample page;
- Open 'Styles' combo and click on 'Inline Quatation" and start typing a few characters;
- Select 'Inline Quatation" again to close the style, then continue typing;
- Actual Result: The closed half of quatation is not displayed.

I was only able to reproduce this problem on IE8. This is the only IE browser that displays quotation marks when "Inline Quotation" is used and the only browser that does not display closing quotation mark when "Inline Quotation" is being turned off.
When you switch to Source and back quotation mark appears.
