Image Handles Visible in IE7/8

Description
When an image has been selected and then the content has been scrolled so that it is no longer visible, the image handles are still visible.
Happens in IE7/8

The previous issue is 3 years old, is it not time to actually fix this rather than ignore the problem in one of the main browsers? This is not good from an end user perspective

We can't fix it, there's no code in CKEditor to resize the images.
Open a ticket with Microsoft, they are the ones that provide the resizing handles.
