Does not allow proper numbering for statements that are one space apart. The numbers also fill in the spaces in between the statements.

The editor will always create new list entries on ENTER. You should not use ENTER to create spaces between list entries. If you really wish to do so, you should do SHIFT+ENTER, so yo uat least stay in the same list entry.
In any case, list spacing should should be controlled by CSS.
