Tables: Merge Cells option active while cursor is at the end of text in cell

Description
- Insert table 3x3 (new table + insert some content, or paste table with content from Word)
- set the cursor at the end of text in cell
- open context menu - cell - merge is enabled
- set the cursor in the middle of the text in the same cell - merge cells is disabled.
Merging should be enabled only when two or more cells are selected, and should work in the same way, irrespective of cursor position.
