[IE] Incorrect copy button state

Description

Click to put cursor collapsed in document;
Note that "copy" toolbar button is enabled;
Open context menu without change the selection;
"Copy" menu item states is instead disabled;

Expected Result: "copy" toolbar button should be in disabled.
