Toolbar keyboard navigation doesn't work on RTL UI

Description

  1. Load the editor in Hebrew.
  2. Make the caret blinking into the editor.
  3. ALT+F10 to focus the toolbar.
  4. TAB or ARROW to focus the next toolbar button.

It'll will not work.

This doesn't happen with the Elements Path navigation (ALT+F11).

Introduced with CKEditor 3.5.

Status: new → pending

Seems to be related to #7594.

I'm leaving this pending until we can certainly confirm that this has been fixed by #7594.
