IE6: In RTL Preview for some special characters not showing properly

Description

To reproduce the defect:

Open language sample and change language to Arabic or Hebrew and open Special Character dialog.

Hover your mouse over the icons in last row(Arrows & diamond)

Issue: Preview box shows blank rectangle instead of correct character.
