In IE9 or IE8 go to Tools -> Compatibility view settings and check "Display all pages in compatibility view"
Open replacebycode sample and insert table with width set to 100%

Result:
Horizontal scrollbar appears.

Reproducible from CKEditor 3.6.3 rev [7421]
