Icons localization

Description
There should be a way to localize the toolbar and context menu icons.
For example, in German, the bold and italic buttons should be "P" and "K", instead of "B" and "I".

It's rather unlikely that we'll work on this feature for CKEditor 4.x, but this requirement will be considered while designing CKEditor 5. See for example https://github.com/ckeditor/ckeditor5-design/issues/28 (there may be more specialised ticket created in the future).
Imho this interesting feature, once implemented, should be still configurable.
There is a group of users who got used to a pretty standard "B/I/U" icons, which are used across websites around the world and using different letters might be considered as confusing.
