Description
- Open inline sample.
- Focus editor.
- Open format combo.
- Click format combo button again to close it.
Toolbar is gone.

WFM. Fixed with #9712 (First good commit: git:5c1f1d60023391).

This is happening only with format dropdown. Other dropdowns are fine.
Additionally there are areas on the toolbar that if clicked - close the toolbar. Please see attached picture.
