Dialog that doesn't fit in viewport can't be moved by dragging

Description
- Resize browser window so it's lower than 300px.
- Open replacebyclass sample.
- Scroll down.
- Open image dialog.
- Try to move it by dragging header.
- It will stick to upper viewport border. It's impossible to move it lower.

Yep, but in any case it shouldn't "jump" if initially it was opened with top>0. But ofc this is a minor issue.
