[IE10] Dialog buttons - the arrow for "OK" button is outside of the button

The "OK" button looks a bit bad in RTL environment.
Happens at least since 3.5, did not try earlier versions.

Can be reproduced in IE10 only from CKEditor 3.0.
To check this in CKEditor 3.0 edit ui_languages.html sample, set language to 'he', open in browser and then open dialog.
This problem does not occur in CKE 4.x (v4).
