Old bug resurfaced?

Hello,

When a user right-clicks on a table, they no longer see the table properties menu. Here is the menu that they now see:

Compared to what they use to see:

I saw this ticket (​http://dev.ckeditor.com/ticket/11306) which was closed 6 months ago, but it seems like the same behavior is happening. I am using version 4.4.5 through Mingle.

On what browser and what operating system does this occur? Can you reproduce the same issue on ​http://ckeditor.com/demo?

No, right-clicking on the demo shows the correct menu:
