Error removing toolbar

Description
Hi,
I got error when I prepare configuratiuon for instance CKEditor:
Error: Plugin "toolbar" cannot be removed from the plugins list, because it's required by "notification" plugin

This isn't error in editor but exact message telling you why can't you remove the toolbar.
The notifications plugin requires toolbar so you need to first remove notifications plugin and then toolbar.
