[Chrome][Android] Dropdown options positioned incorrectly.

Description

Steps to reproduce

Open CKEditor sample page on Android device, Chrome browser.
Pinch to zoom and scroll a bit (both axis).
Click Size dropdown (or any other dropdown).

Expected result

Dropdown options are shown below dropdown "button".

Actual result

Dropdown options are somewhere else.

Other details (browser, OS, CKEditor version, installed plugins)

Browser is Chrome@Android. This is an old bug, I checked 4.4.0 and it is there already.

Version:	4.4.0 → 4.0

Problem can be reproduced at least from CKEditor 4.0 and in latest, at the time of writing, CKEditor 4.6.1 as well.
