Not able to copy/paste in IE 9/10

Steps to reproduce
I have installed CKEditor version 4.4.7 with PHP
When access CKEditor, the icons for cut/copy/paste are disabled. Also Ctrl+C doesn't work.
It occurs for specific users not all. What might be the reason? Is there any security parameters which prevent copy/paste?
Other details (browser, OS, CKEditor version, installed plugins)
Browser: IE 9/10, CKEditor version 4.4.7

I've never heard of a similar issue. I cannot imagine how CKEditor could break Ctrl+C, so since it happens to specific users only, I'd say that there's something wrong with their machines/OSes/browsers/addons/anti-viruses/etc.
I'm closing this issue as it's very unlikely that it's cause by the editor. However, if you'll be able to find more details and if it turns out that it's indeed CKEditor, then we can reopen it.
PS. I recommend upgrading to the latest version of CKEditor as a first step.
