Fix the scrolling bug for CKEditor 3 link dialog.

Description

To reproduce the bug:

Open the replacebyclass sample in Firefox 3.
Resize the window so that a vertical scrollbar appears.
Open the link dialog.
The scrollbar scrolls to the bottom.
If the bug doesn't happen, refresh and try again.

Strangely, it doesn't happen with the smiley dialog.
