The clipboard dialog that 's related to browsers security setting is still shown even users click "Cancel"/"No" button on IE security alert.

Description
How to replicate the problem:
- Use IE6/7/8
- Copy any text from somewhere by Ctrl-C hotkey(let copy the text from RTE itself be a example).
- Paste it by Ctrl-V hotkey.
- The IE's security alert is shown , and then click Cancel/No button to cancel the copy action.
- The RTE's clipboard dialog is still shown even users clicked the Cancel/No button.
