Description
Open the "skins" sample and maximize one of the instances. Now try to scroll down using mouse.

Works better than previously, but with CKE 3.4.2
- under Opera/Mac open skins sample
- maximize first editor
- scroll down with mouse wheel
Actual result: the first two toolbar lines are hidden, and on the bottom there is an empty space.
Expected result: Editor does not move up or down (Opera/Windows works OK)
