Inline Quotation Style Option is showing differently in IE to other browsers

Description
To reproduce the defect
- Open Ajax sample.
- Click on Styles drop down to open Style options.
- Look for Inline Quotation option
Actual Result:
Inline Quotation option is shown with out Quotation marks in IE.Tested against IE 6 & 7
Expected Result:
Inline Quotation option should show with Quotation marks like the way it displays in other browsers

The quotes are applied by those browsers except IE. And as seen in #5525 this same behavior applies to the content and published page.
You can modify that by changing your stylesheets.
