Selected text is removed when setting an anchor

Description

It's not possible to set an anchor with containing (selected) text. The text is getting removed. Why?

We need more informations to reproduce this issue:

What browser did you had it on ?
What was selected ?
Any other non-default aspects.

I tried Safari (MAC), FF (MAC), IE6 (WIN2003), IE8(WINXP).

Selected was some random text in the editor area. No matter what text was selected after setting the anchor the text was replaced (removed). This doesn't seem ok. It's valid HTML when <a name="abc"></a> contains text (AFAIK).

On all IEs testet there was also the problem described in #6385.
