BIDI: FF 3.6 Incorrect behaviour of LTR/RTL when used with Numbered/Bulleted Lists containing a single list item

Description
Steps to reproduce the defect:
- Open Ajax Sample.
- Click on the Numbered or Bulleted list icon in the toolbar.
- Type "Hello World_".
- Click on the RTL icon in the toolbar. (Notice the LTR icon in the toolbar is still highlighted)
- Now click on the LTR icon.
Expected: The bulleted/numbered list should be in LTR and should be left aligned. Actual: The bulleted/numbered list is in RTL and is right aligned.
