Switching direction/alignment doesn't work when formatted text applied

Description
To reproduce the issue:
- Click 'New Page' on toolbar.
- Set text format to Formatted.
- Click on RTL button (or LTR if you are in RTL mode).
Expected: Direction is switched. Cursor is in opposite side of editor.
Actual: Nothing happened.

I can reproduce it not only with BIDI but also with alignment.
