Cursor jumping during undo

Description

This issue is similar to the #8459 which is also an undo regression.

To reproduce:

Go to CKEditor demo
Put the cursor below the picture, next to ^When the girl arrives
Press Enter 5 times.

4 Press undo 5 times Result: Cursor jumps up and down and after 5th undo there is still a gap.

Issue has been reproducible from CKEditro 3.6.2 rev [7229]
