  2. Open Image dialog, move mouse over the fields;

Besides of the ticket TC, #8971 is also reproducible on moono.

Ported the missing changes that are needed for IE7 from v3 kama skin.

There's another observed issue that the content overflows a bit vertically in several dialogs, pushed an additional fix to address that.
