Opera: we can't open Accessibility Instructions or Help Dialog

Description

To reproduce the defect

Open any sample.

keep the cursor in Editor body and press Alt + Zero .

Expected Result:

Accessibility Instructions or Help dialog comes up.

Actual Result:

Nothing happens and we do not see any dialog
