Description
Updated Hebrew language file. Attaching 2 patches: one contains both the regular language file and the newly translated a11yhelp, and one contains only the regular language file in case the a11yhelp is not to be translated.
Btw, #5513 and #5514 should be fixed so the a11yhelp translation would be correct.

I'm not being able to apply the language file for the a11yhelp plugin doing to encoding issues. Can you please attach that file only directly?

The updates to the main language file have been in any case committed with [5472].

Sorry but the provided file is still quite broken (maybe it's the reason why it didn't work with the patch). Can you please attach it again, being sure it's saved with UTF-8+BOM encoding?
